Background: Today, the Federal Communications Commission proposed a multi-step process aimed at strengthening the commission’s ability to regulate Internet openness.

“In today’s highly competitive broadband marketplace, where consumers can choose from among a variety of technologies and service providers in accessing the Internet, our industry takes pride in assuring that our customers have the highest quality broadband experience, access to a free and open Internet, and attractive pricing and service options. While we welcome Chairman Wheeler’s inquiry, we nevertheless urge the commission to be careful as it considers new regulation, state preemption, and the breadth of its authority under Section 706 as each of these will have a direct impact on the nature of the Internet, the development of new service offerings, technological innovation, and broadband investment. “
